City of Hugo: Schools & Districts

The City of Hugo school system is divided among four different school districts. Hugo is served by the Independent School Districts of White Bear Lake, Forest Lake, Stillwater, and Mahtomedi. Education is highly valued in Hugo, with 40.4 percent of the 4,990 households in the city containing children under the age of 18. Within Hugo itself, there are just 4 elementary schools that serve the community.

Located in the neighboring city of Stillwater, Withrow Elementary is one of the most outstanding schools for students in Hugo. Withrow serves 190 students from grades K-6th. With a 16:1 student-teacher ratio, kids are provided with a smaller classroom setting and more interaction with the teachers. In 2012, Withrow Elementary received the National Blue Ribbon Schools Award for outstanding academic achievement. Teachers are committed to developing the whole child – socially, academically, and emotionally. The staff is highly dedicated and trained to meet the needs of every student, and parents are encouraged to be actively involved in their child’s education. The elementary school’s test scores are among the highest in the whole state, earning Withrow a Five Star Rating in reading and math. Withrow is a Science-Technology-Engineering-Math (STEM) school, with additional specialists in Music, Physical Education, Media, and Art.

Another outstanding elementary school in the City of Hugo is Oneka Elementary. Oneka is one school with two campuses, one of which is in Hugo. The Hugo campus serves 553 students from 1st grade to 5th grade. Students at Oneka are provided with a student-teacher ratio of 18:1. Oneka Elementary produces excellent academic scores, with 72 percent of students performing proficiently in math and 69 percent in reading and language. Oneka has several partnerships with organizations outside of the school to provide students with a unique learning experience. One of these partnerships is with the Minnesota DNR School Forest Program. At the Oneka Elementary, 30 acres of forested land surrounds the school, which provides students with the unique opportunity to explore science, math, art, and language arts as they pertain to the outside world. Onkea also has a partnership with Ashland Production and their Ashland Collaborative Theatre program. This program offers students the opportunity to participate in a theatre arts program they learn dances and school songs.  

Most high school students in Hugo attend White Bear Lake High School. White Bear Area High School is one high school with two campuses serving White Bear Lake students and the surrounding cities. White Bear Lake Area High School – North Campus is home to grades 9-10, and the South Campus of WBLAHS is home to grades 11-12. In total, White Bear Lake Area High School serves 2,500 students. Over 30 college-level class options are offered for students of WBLAHS. Opportunities including sports, theater, debate, speech, much more are available for high schoolers. White Bear Area High School challenges students to strive for excellence in both academics and extracurricular activities, which enables high schoolers to become empowered and responsible citizens.
